DUTIES:
Reporting to the Commissioner of Community Development and Health Services/Corporate Leader Social Development and Health, the is a results-oriented and transformative leader. The Executive Director will be responsible to direct the administration and delivery of Ontario Works and Employment Services for Windsor and Essex County in accordance with the Ontario Works Act, Provincial directives and agreements, municipal policy and Council’s Strategic Vision. The position manages administrative and operational budgets of approximately $118M, and approximately 220 union and non-union staff. Direct service delivery is offered primarily at two locations – 400 City Hall Square East and a satellite office in Leamington.
The Province is embarking on a path to modernize social assistance programs, reform income security, reduce poverty, and integrate human services where appropriate. This senior management position will be a change champion and an active partner with other areas within Community Development and Health Services to address broader social issues. The Executive Director must develop responsive relationships and effectively navigate municipal and provincial systems, structures, and processes to achieve results. All initiatives must be considered with regard to a high standard of customer service, operational effectiveness and efficiency, and expenditure control.
The Executive Director will:
prepare and administer annual operating budget estimates
prepare and implement service plans with established objectives for service delivery and measurable outcomes
provide strategic planning recommendations and advice for provincial ministries, City Council, Chief Administrative Officer and the Corporate Leadership Team (CLT)
analyze and interpret program activity to identify future needs and program directions
monitor and control approved budget expenditures and variances as required
chair and participate in a variety of committees and task forces at both municipal and provincial levels
establish strong linkages with the Provincial government and other organizations
The Executive Director will also ensure Occupational Health and Safety duties are performed as outlined in the Corporate Health and Safety Program, and perform other related duties to ensure the efficient operation of the department.
QUALIFICATIONS:
Must have a Masters Degree in Social Science, Social Work, Business, Public Administration or other related field, or Ontario Ministry of Education equivalency, combined with 6 years of progressively responsible management experience; OR
Must have a University degree in Social Science, Social Work, Business, Public Administration or other related field, or Ontario Ministry of Education equivalency, combined with over 10 years of progressively responsible management experience;

Must have strong financial, analytical, problem solving, communication and organizational skills;
Must have demonstrated leadership abilities including team development, strategic thinking, risk management, analysis and superior report-writing ability;
Must have demonstrated management experience within a non-union and a unionized environment, including work at all levels of the grievance process, and active participation in grievance and arbitration hearings;
Must have the ability to effectively deal with staff, civic groups, committees, government agencies, elected officials and the general public;
Must have the ability to travel locally and provincially in a timely and expedient manner as required. If method of travel is by vehicle, a current, valid and lawful Driver’s License is required in accordance with the Highway Traffic Act. A driver’s abstract must be provided as a condition of employment;
Must have a comprehensive knowledge of appropriate legislation, by laws, policies and procedures;
Should have knowledge of the Occupational Health & Safety Act, its regulations and knowledge of the hazards associated with the work;
Will be required to complete and remain current as per the requirements of the Corporation’s Management Certificate Program;
Progression through the Art of Supervision Program Certificate or a supervisory program of similar nature is considered an asset;
The physical demands analysis associated with this job indicates a sedentary level of work.
