Head of Intelligence and Analysis Team job in Dubai

Head of Intelligence and Analysis Team (HIAT) is responsible for the collection, analysis and effective dissemination of security and political information and analysis to VP Security Middle East and key BP leaders in order to support an intelligence-led decision making process for BP business operations in Iraq. In addition, he/she will provide day to day support to regional security managers on as needs basis.
HIAT leads and manages the activities of a team of analysts and security liaison officers deployed at various locations in Iraq.
HIAT has responsibility for coordinating and managing inputs into the Risk and Self Verification tool across the Middle East (ME) and the provision of bespoke risk assessments related to regional security threats.

Key accountabilities


  • Lead a team of analysts and security liaison officers and provide critical analytical reporting and source information in direct support of Rumalia Operating Organisation (ROO) and BP Iraq operations.
  • Conduct editorial oversight of information and analysis production; provide key information requirements in accordance with business priorities and support an intelligence-led decision making process.
  • Provide analysis on the security and political situation in Iraq and surrounding regional countries, with a particular focus on the implications for the oil and gas (O and G) sector.
  • Provision of regular and ad hoc thematic and geographic reports to provide insight on security trends and issues.
  • Work closely with the Kirkuk and Baghdad Security Operations Managers and BP contracted security providers to ensure journey management plans and activities are calibrated in response to relevant threat information.
  • Maintain security risk assessments for areas of Iraq outside of the south that directly underpin and inform BP Iraq operations.
  • Assist with the development of contingency plans in response to Iraq’s complex operating environment.
  • Maintain strong working relationships across BP business units and build a wide network of contacts among security analysts, O and G, diplomatic and international community representatives in Iraq.
  • Maintain oversight of the Iraq Analysis Team's (IAT) information and incident management system that supports BP Iraq’s security operations
  • Provide analytical support to BP Iraq’s engagement planning with Iraqi government interlocutors at the Federal and Provincial level.
  • Deliver regular verbal briefs on the political and security situation in Iraq to senior BP staff, including Executive members.
  • As and when required, provide operational level security support to BP business units across the wider Middle East Region. This includes regular liaison visits, the provision monthly briefs, papers and other assessments on relevant security risks in these locations.
  • Coordinate and manage inputs into the Risk and Self Verification tool for BP operations across the Middle East.
  • Cover risk analysis as it relates to security threats, barrier strengths, mitigation efforts and functional work processes across the region.
  • Ensure compliance with BP risk methodologies and processes, such as the Unified Risk Picture.
  • Liaise with regional Intelligence Analysis Unit and Security Team representatives as required.
  • Provide a range of bespoke analytical products for Vice President Security Middle East Region, Regional President Middle East and the Upstream Leadership Team.

Key Challenges:
  • Maintenance and continual adjustment of an effective contact network to collect relevant threat information.
  • Continual provision of strong leadership to the Iraq Analysis Team.
  • Remaining proactive in the identification of potential security threats to business activity and the representation of this information in written reports and presentations.
  • Maintain a strong understanding of threat activity in Iraq and across the region, particularly with a view on how this could impact BP operations.
  • Maintain a strong understanding of security and political developments in Iraq and the wider region and the potential impact on the O and G sector.

Essential Education


  • High school diploma or University degree.

Essential experience and job requirements


  • Previous experience in an analytical environment supporting real time operational activity.
  • Proven ability to work at the tactical, operational and strategic level.
  • Previous experience leading multi-disciplined, geographically dispersed information and analysis teams.
  • Excellent written, verbal briefing and analytical skills.
  • Demonstrated high levels of diligence, integrity, initiative and leadership with limited supervision.
  • Ability to draft detailed and accurate reports and provide strong editorial oversight of IAT analytical products.
  • Excellent presentational skills and confident public speaking.
  • Ability to understand local cultural sensitivities across the region.
  • Ability to manage, lead and develop Iraqi nationals.

Location: Baghdad 5 days (based on a Dubai 5:2 commute schedule)

Desirable criteria & qualifications

  • Previous Oil and Gas security operations experience or similar environment is preferable.
  • Long term experience of working within an analytical environment in Iraq or the Middle East.

Following a tender process by the Iraq Ministry of Oil, BP, in partnership with PetroChina was awarded the right to work on Rumaila, Iraq’s largest producing field and one of the largest producing fields in the world. Rumaila is approximately 80 km long by 10 km wide, encompassing 14 degassing stations, 10 cluster pump stations, hundreds of well sites, and a water treatment plant and employs a workforce of several thousand Iraqi nationals. Rumaila currently produces around 1.5 million barrels of oil per day and our objective is to increase production to ~2 million barrels of oil per day.

Work is being executed by the Rumaila Operating Organisation, an unincorporated joint venture comprising BP, Basra Oil Company, PetroChina and the State Oil Marketing Organisation with BP acting as lead contractor. The investment required, technology application, and increased production are world scale and with wide ranging development opportunities. This project is material and long lasting with significant benefits to the Republic of Iraq at the local, regional and country level.
