This position is to be based in Malaysia Country Office with in-country and out of country trips as required. The post will include cross sectoral work on disability and inclusion and would be supervised by the Child Protection Specialist P4, responsible for this area of UNICEF programs.
Purpose for the job
Based within the Child Protection Section, the Specialist will provide technical support on inclusion of children with disabilities in Malaysia. The main focus of his/her work will be programmes and initiatives related to children with disabilities. The Specialist will be responsible for supporting the development of internal collaboration and external partnerships with the aim to drive the advocacy agenda around social inclusion towards achieving the Sustainable Development Goals. The specialist will support MCO to develop strategies and interventions to advance social inclusion work with a particular focus on disability. He/she will document and develop capacity among staff and partners on disability-inclusion, and share key learning and relevant practice on mainstreamed and targeted approaches. The specialist will collaborate closely with other sections, and develop new partnerships concerned with children and disabilities issues. Guided by the Convention on the Rights of the Child and the Convention on the Rights of Persons with Disabilities as key reference frameworks, The children with disabilities right to social inclusion will be mainstreamed in UNICEF programming, and in national systems in Malaysia.
He/she will demonstrate commitment for enhancement of gender-sensitive teamwork as well as capacity building, in support of achievement of planned objectives of the work plan, aligned with country programme goals and strategy.
Key functions, accountabilities and related duties/tasks
Summary of key functions/accountabilities:
- Lead in promoting inclusion for children with disabilities, through meaningful participation.
- Inclusion analysis and technical assistance: capacity to develop and support broad inclusive policies, programs and initiatives.
- Strengthened partnerships and networks with major organizations to enhance results for children with disabilities
- Accurate, complete and up-to-date information made available for effective budget preparation, programme and project design, implementation, management and evaluation.
- Project efficiency and effectiveness enhanced through effective implementation follow-on, including with all implementing partners.
- Appropriateness and completeness of financial and supply documentation as well as adherence to established allotments ensured.
- Knowledge sharing with donors, media and all stakeholders promoted with an emphasis on gender and equity.
- Effective communication and networking achieved through strategic partnership and collaboration.
- Ensures participation of children/adolescents with disabilities, and their parents, as well as specialized NGOs in UNICEF MCO programming
Programme/ Project Management
- Lead the MCO in cross-sectoral work for and with children with disabilities.
- Timely technical guidance and support on disability-inclusive programming provided to Malaysia Country Office.
- Data and research on the situation of children with disabilities in UNICEF Malaysia supported programming: Improved data on and understanding of the situation of children with disabilities.
- Ensure the availability of accurate, complete and up-to-date information required for effective disability/inclusion programming and project design, implementation, management, monitoring and evaluation, including disability, age and gender disaggregation, where possible; provide support for sharing the information with relevant partners.
Project Efficiency and Effectiveness
Enhance project efficiency and effectiveness through implementation follow-on activities with various implementing partners, including monitoring UNICEF inputs, local conditions and resources.
Work Plan and Project Documentation
Analyze collected data and information and prepare progress reports including monitoring and reporting indicators by gender; identification of required supplies and equipment as well as in the drafting of Country Programme Recommendation and other project documentation, assuring accuracy and consistency with established rules, regulations and plans of action, and provide support for consultation with partners to support inclusion/children with disabilities, as required on planning and implementation of Country Programme activities.
Project Implementation Information and Data
Ensure the appropriateness of financial, administrative and supply documentation; verify that project expenditures are within allotments and that data is consistent with the project information and database (e.g., FLS, SAP). Follow up on queries, including with and by partners, or initiate corrective action on discrepancies.
Knowledge Sharing
Compile project implementation training and orientation materials to promote knowledge sharing with donors and media.
Progress reports and project work plans prepared on time, and effective technical assistance provided: in sharing them with key partners, in the identification of required supplies and equipment, and in the drafting of Country Programme Recommendation and other project documentation.
Communication and Networking
Ensure the effective communication and networking developed and maintained through partnership and collaboration with all stakeholders.
- Collaborate with Operations staff to implement internal controls systems and resolve day-to-day issues or discrepancies in financial or supply management; and provide support for orientation and training of all implementing partners to UNICEF financial and supply policies and procedures.
- Team with local Government counterparts to exchange information on projects implementation and status as well as movement and distribution of supplies.
Supports coordination with members of the development community, including NGOs, UN and bilateral agencies in the exchange of information relating to youth and adolescents sector.
Impact of Results
The efficiency and efficacy of support provided by the Officer to program preparation and planning and implementation of programs/projects, contribute to achievement of sustainable results to improve rights of children with disabilities. Success in inclusive programs and projects in turn contribute to maintaining/enhancing the credibility and ability of UNICEF to provide program services that promotes greater social equality in the country.

Recruitment Qualifications
- An advanced university degree in one of the following fields is required: education, economics, psychology, sociology, or another relevant technical field.
- A first level university degree (Bachelor's) in a relevant technical field (as identified above), in conjunction with seven (7) years of relevant work experience in may be taken in lieu of an advanced university degree.
- A minimum of 5 years of professional experience in social development planning and management in related areas is required. Relevant experience of national level advocacy on disability issues is required.
- Clearly demonstrated ability to conceptualize development issues and write quality technical reports and analytical materials is essential.
- Program/project development and management in a UN system agency or organization is an asset.
- Fluency in Bahasa Malaysia & English is required.
- Knowledge of another official UN language is an asset
REMUNERATION
- The remuneration for the above position may be access through UN Salaries Website as follows: http://www.un.org/Depts/OHRM/salaries_allowances/salaries/malaysia.htm (subject to mandatory deductions for pension contributions and health insurance, as applicable) and other benefits including 30 days of annual leave, mobile allowance, and dependency allowances for dependent family members.
- Pension – staff members with six or more months of contract duration will be participants of the United Nations Joint Staff Pension Fund. The pensionable remuneration, will be subject to a 7.9% deduction as a staff’s contribution. The Organization pays a contribution equivalent to 15.8% of a staff’s pensionable remuneration to the fund on his behalf.
