The Senior Program Officer will provide professional support to the Office of English Language Programs at The Bureau of Educational and Cultural Affairs, (ECA/A/L).
Essential Duties and Responsibilities:
- Range duties necessary to assist planning and implementing exchange programs in coordination with regional bureaus, other bureau offices, program agencies, and posts, with a specific focus on programming in Pakistan
- Program planning and implementation for English language programs and provides support for major organizational analysis, design and implementation of projects. Monitors and evaluates program design and effectiveness through consultation with grantees and review of required reports
- Draft, develop, solicit, review, edit and/or revise original online English language materials for teaching/learning English as a Foreign Language internationally for the USG web portal for English teaching
- Develop and analyze online ELT materials for possible acquisition for the web portal
- Develop and maintain links with relevant academics, educational institutions in the US and internationally and USG elements regarding online materials
- Maintain a close and highly responsive relationship with the office’s day-to-day activities
- Confirm and prioritize project plans and deliverables as agreed upon between the staff contractor and ECA COR/Office supervisor (Deputy Director)
- Provide data analysis, record keeping, research and other duties as may be required

Required Skills
Experience, Education and Licensure:
- Demonstrable skills in managing international exchange programs, and program administration, operating procedures, oversight and monitoring
- Experience in developing, reviewing, editing, and soliciting online materials from concept to finished product
- Current knowledge of the field, both with print and electronic offerings, and the ability to apply creative and innovative approaches to the unique needs of our audiences
- Strong interpersonal skills to represent the Office of English Language Programs domestically and overseas
- Interact with all nationalities in a culturally sensitive manner
- Skills or knowledge of global internet access and research capabilities
- Demonstrable computer skills including proficiency in Microsoft Office Suite, Adobe Suite, HTML, website maintenance, database software, podcasting, video streaming, and social networking tools
- Work independently, with minimal supervision, and multi-task in a high volume, fast-pace work environment
- Ability to build and maintain strong working relationships with colleagues.
- Familiarity or direct experience in working for U.S. foreign affairs agencies and/or international organizations.
- Familiarity or direct experience in working for the Department, ECA and/or IIP
- Foreign language skills are preferred but not required
- Minimum of an MA degree in TEFL, applied linguistics, or a closely related field and experience in teaching English overseas
- Ability to obtain and maintain a security clearance at the Secret level
